IPAWS testing

Reminder. The current release of the ENDEC, version 74, does not poll the new FEMA IPAWS OPEN 3.0 server. We will post a message when the new version that supports IPAWS 3.0 has been released. We are waiting until FEMA's test plan settles a bit. The FCC draft of the final CAP rules is also expected shortly. In the meantime, the ENDEC continues to support CAP as it is used now by several states, with both internet and satellite delivery.

We've posted step by step instructions for 1822 users who want to use the front panel to check their EAN filter.

FEMA IPAWS Server Support

FEMA plans to release the URL for the Federal IPAWS server shortly. This is the system that will send national CAP messages, and will also relay NOAA messages later in the year. This system can also be used by states to relay state messages.

This URL will be for their new IPAWS 3.0 system, using the ATOM alert distribution mechanism. Sage will provide a firmware update that will implement support for that system. This will be done a few weeks after FEMA's announcement, with a beta test version available sooner. FEMA released a test version of their server earlier in September, and Sage is testing its implementation against that version. Once we can test the production version, we'll begin limited beta testing.

Once the ENDEC firmware that supports IPAWS 3.0 is available, we will post a message here with all the details. In the meantime, do not attempt to use the IPAWS URL with the ENDEC to receive CAP messages, the current ENDEC software (version 1h74) will not work with the new IPAWS server.

The default EAN settings will work great for the November 9 test, but if you've changed them, or just want to make sure you are ready, read our EAN bulletin.

Are your audio levels set too high?

They may be. You should read the audio levels service bulletin to avoid sending flawed alerts. This includes alerts that sound like a mix of multiple alerts.

CAP 1.1 or 1.2?

Although the FCC's 2007 2nd Report and Order gave 1.1 as the version of CAP that would be used, it now appears that the first version of CAP approved for use with EAS will be version 1.2. The differences are minor, and Sage will provide a free update of its software to work with CAP version 1.2 once FEMA's conformance testing is complete.

Latest Version
The lastest version of the software, containing several new features for seeing the status of your ENDEC, such as alerts being received and pending alerts waiting to be sent, as well as new features for multi station relay panel users, is available on our firmware update page.

Industry Group announces EAS-CAP Implementation Guide
Sage Alerting Systems, Inc., is proud to be a part of the EAS-CAP Industry Group which recently announced its Recommendations for a CAP EAS Implementation Guide for the effective use and translation of the open, non-proprietary Common Alerting Protocol (CAP) for the next generation of broadcast EAS. We hope that FEMA will use this draft as input into its Implementation Guide. The Guide builds on EGIC's earlier work, the profile recommendation. The profile and the guide will assure interoperability between other compliant EAS equipment manufacturers and CAP version 1.2 origination systems.
